Govware Conference • SICW 2026
GovWare has revealed the theme and key programme details for the GovWare Conference and Exhibition 2026, scheduled from 13 to 15 October 2026 in Singapore. This year's event will focus on the theme, "Anchored in Unchanging Principles: Cyber at Agentic Velocity," exploring how cybersecurity needs to evolve as AI-driven systems increasingly influence operations, infrastructure, and enterprise environments.
As the main trade platform of the Singapore International Cyber Week (SICW), GovWare 2026 is anticipated to attract over 15,000 participants from more than 90 countries and regions, along with 300+ speakers and over 300 exhibitors from government, industry, and the cybersecurity community.
This year's programme will include discussions on topics such as AI governance, post-quantum readiness, critical information infrastructure resilience, secure digital architectures, and the future of cybersecurity in an increasingly interconnected world. Speakers will include leaders from organisations like Jonathan Zanger of Check Point Software Technologies, Bartley Richardson of CrowdStrike, Snehal Antani of Horizon3.ai, and Amir Ben-Efraim of Menlo Security, among others.
At Singapore International Cyber Week 2026, Minister Josephine Teo warned that AI is making scams more convincing and scalable—citing a deepfake-enabled fraud case involving nearly S$5 million—and outlined Singapore’s response through connected, AI-powered defences, including GovTech and SPF’s SATIS system, cross-platform information sharing with Meta, ASEAN anti-scam cooperation, and planned real-time on-device scam detection with Google DeepMind.
She also urged organisations to prepare early for quantum computing’s potential to break existing encryption, noting that Singapore expects critical information infrastructure owners to complete quantum-safe migration by 2031 and will issue guidance for other high-risk organisations to do so by 2035. A new Quantum-Safe Kickstarter Grant will fund early pilots to test quantum-safe solutions and build implementation experience. Teo concluded that both challenges require timely risk assessment, coordinated action, and collaboration across government, industry, and borders to secure trust in Singapore’s digital future.
"Google welcomes the Singapore government’s proactive approach to drive national quantum-safe migration. Quantum computing holds the potential to solve some of the world's most complex challenges - from drug discovery to sustainable energy - but it also introduces a significant threat to current cryptographic standards, specifically to some widely relied on encryption and digital signatures. This is why we set ourselves a timeline of 2029, making the migration to post-quantum cryptography (PQC) an urgent priority. The Singapore government’s Quantum-Safe Kickstarter Grant provides a catalyst for organisations to act now by identifying implementation challenges, testing quantum-safe solutions in real-world operating environments, and building the practical experience needed to support migration at scale.”....quote from Royal Hansen, VP, Engineering, Google
Mrs Josephine Teo, Minister for Digital Development and Information and the Minister-in-charge of Cybersecurity and Smart Nation Group, gave her opening remarks at the Singapore International Cyber Week (SICW) 2026 Summit.
During her speech, Minister Teo emphasized three main points:
Trust is becoming increasingly difficult to maintain at a crucial time, as cyber threats grow more complex and strategic competition leads to tougher decisions regarding technologies, suppliers, standards, and interoperability.
Dialogue and practical cooperation are essential for tackling shared cyber challenges. SICW offers a platform for governments, industry, researchers, and cybersecurity professionals to openly discuss tough issues, find practical cooperation areas, and transform dialogue into action.
Securing our shared cyberspace demands collective action from governments and industry, including collaborating on standards and safeguards, sharing threat intelligence, enhancing operational cooperation, and testing new technologies before they are deployed.
In his opening speech, Richard Ireland, CEO of GovWare, highlighted that this year’s conference occurs at a crucial time for cybersecurity, as AI and increasingly autonomous systems drive changes across digital and physical realms. In this context, he emphasized the need to stay grounded in trust, accountability, resilience, and responsible action, while enhancing collaboration within the global cyber community.
Here are the significant moments along with some innovations to anticipate on the exhibition floor:
Ensign InfoSecurity: Following David Koh’s keynote on navigating an increasingly complex world through the foundational principles of clarity, communication, and trust, Ensign InfoSecurity showcased what resilience at “agentic velocity” can entail. In a live GovWare demonstration, they presented AI attack agents against its Agentic Security Operations Centre to display offensive AI, agentic defense, and AI security assurance functioning together under human supervision.
Stellar Cyber: Announced a strategic alliance to offer AI-driven managed security services, featuring a human-augmented autonomous SOC powered by agentic AI for investigation, triage, and response automation.

Gigamon: Released new research highlighting governance and visibility challenges in the Hybrid AI era, while showcasing its AI-powered Deep Observability platform for securing AI-driven and hybrid cloud environments.
EXEO Global: Announced a partnership to introduce the iDoperation privileged access management platform to Singapore and Malaysia, addressing the growing identity security needs in AI-enabled enterprises.
BNF Singapore: Demonstrated government-grade cyber, trusted AI, and autonomous systems capabilities, including post-quantum readiness, AI assurance, and robotic orchestration technologies.
ABP Securite: Introduced its vision for securing the autonomous enterprise, focusing on governance, trust, and Zero Trust controls for AI agents operating across enterprise environments.
