With a budget of S$200 million, this three-year initiative focuses on developing creative talent, enhancing co-production collaborations, and reinforcing the media sector. TAP aims to prioritize global distribution and genre-specific Intellectual Property (IP) development. To support this, structured pathways have been created for Singapore’s talent to progress in the film and television industries. The announcement of TAP was made today by Singapore’s Senior Minister of State for Digital Development and Information (MDDI) & Ministry of Health (MOH), Mr. Tan Kiat How, during the opening of the Asia TV Forum and Market (ATF) 2025, part of the Singapore Media Festival (SMF) hosted by IMDA. “In a rapidly changing media landscape where audiences have more options and AI is transforming content production, the Government is committed to helping our sector and professionals adapt to remain relevant and competitive,” stated Mr. Tan Kiat How. The $200 million Talent Accelerator Programme is a major investment to ensure that Made-with-Singapore content gains global recognition. Our goal is to build a strong pipeline of stories with international appeal, enhance Singapore’s status as a co-production hub, and solidify our role as a trusted creative partner in the region,” Mr. Tan Kiat How added. TAP supports the entire media value chain, from development to production and distribution, allowing promising Singaporean concepts to reach global audiences. Recognizing the unique creative and commercial realities of the film and television sectors, TAP is designed to help both industries capitalize on existing demand in today’s competitive environment. Under TAP, IMDA introduces structured pathways to nurture talent within Singapore’s media industry. This strategy focuses on developing the specific expertise our talents require at each stage of the media value chain, providing them with a clear roadmap to enhance their craft and business skills for career growth. Development stage: IMDA will connect media professionals and companies with what commissioners/buyers seek and offer access to: Mentorships and masterclasses in areas such as story development (originals or adaptations), pitching skills, and deal negotiation, to refine their stories and proposals. This helps companies strengthen not only their creative concepts but also the commercial aspects of their projects, including financing models, distribution planning, and IP ownership structures, all crucial for industry sustainability. Global streamers and platforms, commissioners, international production houses, and showrunners to provide local talent with the exposure needed to penetrate the global market. Production stage: IMDA will co-fund co-productions, including a variety of regional and global co-productions, films, and TV (scripted and unscripted) as well as IP adaptations for the screen. This aims to position Singapore as a regional co-production hub. Distribution stage: IMDA will elevate the profile of Made-with-Singapore content, talent, and production companies through a dedicated in-house marketing team. Additionally, a marketing fund will be structured for select projects to enhance visibility. Singapore is showcasing how strategic international partnerships, such as the recent unscripted partnership with Warner Bros. Discovery (WBD), can amplify local storytelling on the global stage, with filmmakers collaborating with renowned international partners to bring authentic Singapore narratives to prestigious worldwide platforms.  Ms Yvonne Tang, Assistant Chief Executive, Media Industry Group, IMDA, said, “IMDA is building a robust ecosystem where international partners see Singapore not just as a location, but as an essential creative collaborator. We believe that Singapore talent can hold their own alongside the world's best. TAP signals a fresh chapter in our endeavour to support and develop our film and television talent through world-class mentorships and masterclasses, strategic global partnerships, and a new wave of co-production opportunities. We hope to usher in a new era of Made-With-Singapore stories, that are made for the world.”  Mediacorp and Linmon Media Mediacorp has announced a collaboration with the renowned Chinese production company Linmon Media on "Only Thirty-Five" 《三十五而已》, the sequel to the highly acclaimed Chinese drama "Nothing But Thirty" 《三十而已》. Supported by the Infocomm Media Development Authority (IMDA), this partnership was formalized at the Asia TV Forum (ATF) today, signifying a new chapter in Mediacorp’s expansion into high-quality international storytelling and showcasing its growing creative impact across Asia. The Chinese drama series, set in both China and Singapore, will feature artists from both nations and will begin filming in these locations in 2026. By merging Linmon Media’s storytelling expertise with Mediacorp’s creative skills, the production will highlight top Asian talent and landscapes in a narrative celebrating ambition, independence, and reinvention in today’s fast-changing world. Su Xiao, Chairman and Founder of Linmon Media, commented: “Expanding into overseas markets is a long-term strategic priority for Linmon Media, and we are committed to growing alongside local markets and partners. The 'co-creation' concept transforms the traditional one-way nature of cultural output: we export China's established creative concepts and industry standards to Singapore and other regions to enhance their film and television industry capabilities, while simultaneously drawing creative inspiration from overseas remakes to inform our domestic IP development. In Linmon Media's international journey, Singapore has become one of our most valued markets due to its central position and advantages in Southeast Asia and the broader international market. We are excited to work with Mediacorp, a high-quality and innovative international production and broadcasting institution, and we look forward to further strengthening the connection between Chinese IP and Singaporean audiences and promoting cultural exchanges between us.” https://www.asiatvforum.com/en-gb.html

  • Moutarde • Sundae Royale : Weave - Resorts World Sentosa

Moutarde and Sundae Royale - two uniquely complementary dining concepts - debut at Weave, Resorts World Sentosa (RWS) this weekend. Moutarde showcases culinary artistry, bold flavors, and precise technique in a relaxed French style. As a casual yet sophisticated bistro, Moutarde provides diners with an accessible way to enjoy the chef’s distinctive flair. It’s a venue where quality ingredients blend with an easygoing atmosphere, ideal for casual gatherings, weekday dinners, or leisurely weekend lunches.  Beside this French casual bistro is Sundae Royale ice cream parlour, offering delightful freshly churned soft-serves and sundaes, churros, and French toasts, with a nostalgic touch. Both venues mark the eagerly awaited entry of world-renowned Chef Paul Pairet into the Singapore dining scene. Together, Moutarde and Sundae Royale enhance Weave’s expanding array of global culinary experiences, curated by RWS to celebrate craftsmanship, creativity, and connection.  Profile Paul Pairet, a visionary chef with an international background, was born and trained in France. He honed his skills in various cities around the world, including Perpignan, Paris, Hong Kong, Sydney, Jakarta, and Istanbul, before making Shanghai his home in 2005. In May 2012, he introduced his most notable creation: Ultraviolet. Since 2017, this restaurant has consistently earned three Michelin stars and has been featured on both The World’s 50 Best Restaurants and Asia’s 50 Best Restaurants lists. With the same enthusiasm, Chef Paul has developed and led more casual and accessible concepts, such as the classic seafood and steakhouse Mr & Mrs Bund and the French café-bistro Polux in Shanghai, as well as the lively grill Nonos & Comestibles at the Hôtel de Crillon in Paris.  “My team and I are truly excited for this new chapter in Singapore,” says Chef Paul Pairet. “Moutarde and Sundae Royale embody what I cherish: enhancing simplicity through focus, attention, and technique to create deliciously simple bistro dishes and desserts. We are eager to welcome Singapore’s renowned food enthusiasts to Moutarde and Sundae Royale, incorporating Weave into this dynamic city’s dining scene.”  Moutarde • A Fresh Take on French Casual Dining  Moutarde exudes a relaxed and genuine French charm with its warm lighting, the sound of clinking glasses, and tables designed for gathering. Drawing inspiration from the welcoming atmosphere of contemporary Parisian bistros, Moutarde embraces rich flavors and simple joys, offering whole cuts, comforting sides, and beloved French classics in a vibrant, easygoing environment. Guests are encouraged to stay a bit longer, share generously, and enjoy simple pleasures executed to perfection. This is French dining at its most relaxed and heartfelt, featuring a lively ambiance, comforting dishes, and an experience that is distinctly Pairet.  We could feel the exemplary yet distinct flavour and vibe of the venue, truly Francaise! Moutarde Reinvents the Carvery  Undoubtedly, the centerpiece and core of Moutarde's dining experience will be its live carvery station—a mouthwatering and captivating display where whole wood-fire roasted cuts are expertly sliced with precision and flair. Inspired by a memorable early 1990s London experience with the classic British carving trolley, Chef Paul is crafting his own unique take on this quintessential dining concept at Moutarde, debuting it here in Singapore.  Sharing great food in a convivial atmosphere is central to Moutarde, and the carvery, which changes daily to ensure a unique experience each time, features large cuts from Australian Prime Rib and New Zealand Lamb Leg to XXL Turbot. The meats are carefully selected and stored in an impressive glass-walled maturation room within the restaurant, offering guests a glimpse into the slow magic as these showstopping cuts await their turn.  Each day, chefs choose the cuts for the carvery, using their skills to roast, braise, grill, steam, or slow-simmer the meats before expertly carving them at a large wooden station, accompanied by a wood-fired oven, for guests to savor at their tables. A selection of freshly prepared 'moutardes' (mustards) and condiments is available and served table-side et voilà —the universal experience of good food, shared moments, and warm memories with friends is complete.  Relaxed yet Refined French but Service-Centric Moutarde will offer four unique dining experiences: Weekend Brunch, Lunch, Afternoon, and Dinner, each featuring variations of the full menu. Meals begin with a selection of dishes shared in the traditional French style. Soft and smoky Grilled Piquillos, Eggs Mayonnaise, and freshly made Tarama are served with lightly toasted sourdough and bread. The Pâté De Campagne and Charcuterie Board provide the simple pleasure of enjoying rustic French artisanal cold cuts while catching up over the first drinks of the evening. Guests may also start with a light Cheese Soufflé and share classic French hors d’oeuvres like Charred Leeks, Rostbif “Carpaccio,” and La Salade Parisienne. The restaurant’s elegant Oyster Bar offers a curated selection, primarily from Brittany, along with house jasmine tea Smoked Salmon.  The centerpiece Carvery will feature dishes that change daily, based on the Chef’s selection from the maturation room and seasonal availability. Additionally, the menu includes bistro classics such as Beef Tartare Tradition, a deliciously simple Minute Steak Frites, Grilled Lamb Chops with aïoli, jus, and french fries, Rôtisserie Chicken, and a comforting ‘Buntut’ Indonesian Oxtail Soup served with Mandarin rice, sambal, and emping crackers—an unexpected favorite of Chef Paul. From the sea, guests can savor Grilled Seabass Vierge with pastis aïoli or Grilled Salmon Béarnaise, served perfectly tender with just the right amount of crisp on the skin, accompanied by spinach and fragrant grilled asparagus.  A Wine Programme by Xavier Thuizat  At Moutarde, Chef Paul Pairet has collaborated with Xavier Thuizat, one of the world's most renowned sommeliers—Best Sommelier of France 2022, Meilleur Ouvrier de France 2023, and recipient of the Michelin Guide Sommelier Award 2024—to create a wine program that blends expertise with conviviality, offering guests an accessible way to explore wines in the relaxed atmosphere of good food and company.   In addition to a meticulously curated cellar, guests can enjoy a distinctive wine-tap wall and two wine tanks, enabling wine to be served at the table by the carafe. A selection of perfectly balanced cocktails, both alcoholic and non-alcoholic, will also be available directly from the tap wall behind the bar.  Sundae Royale • Retro Soft-Serve  Sundae Royale , situated right next to Moutarde , is Chef Paul Pairet’s creative space for soft-serve ice cream and desserts. Capturing the simple and nostalgic flavors of childhood sundaes, Sundae Royale offers a premium, playful twist on artisanal smooth ice cream. All mixtures are freshly made in-house, using original recipes crafted by Chef Paul Pairet, who brings his precise approach to both popular and personal favorites.  The Sundaes collection includes several lines: Simple Sundaes, Sundaes Liégeois - topped with homemade Chantilly - and Sundaes Crunch. Caramel-Butter-Soy Ice Cream, Pistachio-Cherry Sundae, Mango-Raspberry Melba, Strawberry Trifle, Chocolate Liégeois, and many others are freshly churned from original recipes developed by Chef Paul Pairet, ensuring each one offers the perfect texture, flavor, crunch, and topping. This is a rare chance to enjoy a classic childhood favorite elegantly crafted by a world-renowned chef, as Sundae Royale introduces something new and unique to Singapore.   Guests at Sundae Royale can also savor Chef Paul Pairet’s iconic Real French Toast - caramelized on the outside, soft and comforting on the inside, served with soft-serve ice cream. Freshly made Warm Churros, dusted with sugar and accompanied by a mini ice cream, provide the ultimate comfort, while a classic selection of coffees complements a variety of homemade pastries and viennoiseries for those seeking a touch of the classic French café.  Details Enjoy Dining and Free Parking at Resorts World Sentosa: Guests who spend $20 or more dining at Moutarde and Sundae Royale will receive complimentary valet parking and all-day parking passes. Amari SPICE Penang is the premier modern business hotel in the city, providing lively experiences for guests on business or "bleisure" trips. Located in the heart of Penang’s Central Business District, Bayan Lepas, it is just a 5-km drive from Penang International Airport, and we found its location so convenient, only a 15 minute drive from the Airport, absolutely fast, as we do not like long surface transfers, so this location is just perfect, and the hotel is located 9 km from the Penang Bridge. The hotel is conveniently linked to SPICE Convention Centre, the world’s first hybrid solar-powered M.I.C.E. venue and a truly mega complex on it's own merit, with nearby entertainment facilities like SPICE Arena, SPICE Aquatic Centre, and SPICE Canopy all located within the SPICE-precinct destination, all with top convenience for access for all business and MICE visitors to these locations! The Amari SPICE Penang delivers top-notch integrated hospitality facilities and services that enhance every guest's stay, and it is truly "a hotel for ALL Occasions". Accommodation Amari SPICE Penang features 453 guest rooms, which also comprise 13 one-bedroom suite and 1 Presidential suite, all with a modern feel and design, thus providing for a cozy, home-like atmosphere and thoughtful details. Each room and suite includes a smart workspace with a smart TV and sound bar, high-speed Wi-Fi connectivity, and a personal coffee machine with a selection of capsule coffee for most room categories. We appreciate the design and space considerations of our Executive Deluxe room, but most importantly, the view is simple breath-taking and provides for a scenic perspective of the Bayan Lapas district in Penang. When we arrived at the hotel, we checked in at the Club Tiffin reception and it just took a minute, no fuss, and absolutely efficient and fast. Amazing! Guests in the Executive Suites have exclusive access to Club Tiffin, which offers a higher level of personalized service, including complimentary daily breakfast, evening cocktails, and all-day light snacks and beverages, all while enjoying panoramic views of Penang, so we took refuge here to chill and un-wind, throughout our entire stay! We love the scenic views here, and thoroughly enjoyed the spaciousness of Club Tiffin, making every moment delightful! Dining Experience We relished breakfast at the Amaya Food Gallery, savoring special dishes of simple home-cooked comfort food like Penang Nasi Lemak and Lontong, all crafted in a Penang-centric style. As their signature all-day dining venue, Amaya Food Gallery offers a blend of east-meets-west international cuisine, popular local favorites, and Thai-infused selections in a street market-inspired setting with a live kitchen. The Cellar, a private dining wine room, provides a curated set menu and can host up to 12 guests, making it perfect for intimate gatherings. Amaya Terrace offers an ideal sit & chill alfresco dining experience amidst the tropical gardens, and perfect oasis to chill, during the evening. For dinner, we enjoyed a unique first-ever Thai collaboration between Amari SPICE Penang with Chef Sahadol Tantrapim “Pond,” a MasterChef Thailand Season 3 and MasterChef All Stars 2019 finalist and the creative force behind Khaosan Tapas Bar, in Georgetown, in Penang. We completely immersed ourselves in Thai culinary taste and culture, relishing the authentic flavors of his signature Thai creations, such as Larb Kua, Khao Soi, Pla Rad Prik, and Ma Muang. So delicious! Spa Therapy & Treatment We're well-acquainted with the Breeze Spa brand, from our previous wellness encounters, which we consider a crucial element of the entire Amari-based wellness theme and hotel experience. We looked forward to our spa treatment and upon entering this modern retreat, we embarked on a sensorial holistic journey, starting with a welcome drink comprising of Blue pea and Lime, and a body assessment to identify areas needing attention in our spa routine, from the very attentive Spa team coordinator, Silinva. There were two of us, so we opted for two different mood massages, each lasting 60 minutes. I chose the Rejuvenated spa massage , an aromatic treatment using techniques with carefully selected essential oils to accelerate the elimination of toxins accumulated from stress, pollution, and a hectic lifestyle. I appreciated it because it left me feeling and looking radiant, invigorated, and ready to face the world, and I felt truly relaxed after my session. Simply Wonderful! My partner selected the Energised spa massage , a traditional Thai massage featuring a blend of ten traditional Thai herbs in a warm herbal compress that exuded earthy aromas and healing properties. After being stretched and experiencing the proper Thai kneading techniques to release tension, there was a profound recovery throughout the body and a surge of positive energy, immaculate in all dimensions! After the massage, we returned to the reception area, where we enjoyed another delightful, relaxing tea and engaged in a lively discussion about our spa routine and post-treatment feedback. Inspired by the core foundation for wellness, Breeze Spa is a sanctuary of natural beauty and splendor that awakens the senses and revitalizes our bodies. Breeze Spa is a highly recommended must-visit relaxation spot when visiting Amari SPICE Penang. Events - Meeting Spaces Amari SPICE Penang is an ideal venue for vibrant events, as evidenced by the fact that all their meeting rooms were occupied during our visit. This underscores their prime location for appealing to the corporate sector, whether for full-day meetings, conferences, company retreats, annual dinners, or weddings. Their 240-square-meter, pillarless ballroom, Jadiete, can host up to 170 guests and is complemented by a large pre-function area and five additional rooms designed for small to medium-sized meetings. Accolades Thks to Janet and Valerie for the awesome hospitality, and the lovely front office, Subashni at Club Tiffin, Spa Breeze team of Silinva, Anis and Ericka and F&B team for taking good care of us! • Vinflow Bistro & Wine Bar

Bistro Vibes • Fine Wines • Social Energy Located in the heart of Singapore, Vinflow Wine Bar & Bistro provides more than just dining—it’s an engaging experience where sophisticated flavors, self-directed wine exploration, and authentic social vibes converge. Rosette Media Panel Rating : 8.7/10 Their setting is relaxed and welcoming, reminiscent of a beloved neighborhood bistro, yet enhanced with the elegance of fine dining in every dish and drink, and emplaced right in the heart of the lovely old quarters of the Keong Siak precinct. Whether you're relaxing after work or celebrating an occasion, Vinflow is crafted for discovery, connection, and enjoyment. We appreciate how they’ve tailored the consumer experience flow. The Concept Central to Vinflow is Singapore’s first 32-tap self-pour wine wall, utilizing RFID wristbands and smart tap technology. Whether you’re an experienced wine enthusiast or just curious, explore at your own pace: 30 ml tasting pours — perfect for sampling a variety, and for this, I tried some of their wines from China, a new region for me, and the result was just fascinating! 90 ml full pours — ideal once you’ve found your favorite, so we loaded up on our favourite red wines once we knew what we wanted, in my case, it was the Huwei! I also enjoyed the Viu Manent Reserva! They now also incorporate a 33rd item which is a bubbly, so that's indeed very special, to top off the entire wine-drinking experience! Their concept is simple : Sample and Taste 32 Wines all within 2 Hours, from their 32-tap self-pour wine wall with RFID wristbands; so you get to tap, pour, and taste at your own pace, choosing between: ● 30ml tasting pours or ● 90ml full pours, all for S$59++ Vinflow offers authentic, high-quality wines on tap, including selections that retail for up to $150, all chosen by certified sommeliers for a comprehensive tasting experience. From natural wines to traditional old-world reds, you have the opportunity to explore freely without any pressure or pretension. Although the wine list is curated by certified sommeliers, the experience is entirely guest-driven—there's no staff hovering, no wine snobbery, and no awkward moments.. “If it’s not sommelier-approved, it’s not on the wall,” says Nikki Lin. “We’ve built this for real discovery — not just for a night out, but a night to remember.” As their concept driving the Vinflow experience states: “Every wine on the wall is there for a reason — it’s been carefully chosen to surprise, delight, and inspire—making discovery approachable, fun, and flavorful."  They have an entire bevy of interesting and unique wines like the Shi Bai Pian taken from China’s poetic cult wine of Canaan Winery and crowned Chinese Wine of the Year in James Suckling’s Top 100 Wines of China 2024. Another classic is the Kamikaze Orange, a Punchy skin-contact wine from Portugal Their Côtes du Rhône GSM is basically a rich, Rhône red blend with superb balance and their Off-dry Riesling from Germany is essentially a floral twist, crisp and vibrant. Their Napa Valley Merlot is simply velvety, bold and smooth whilst their Langhe Nebbiolo just surrounds with a bed of elegant tannins and smooth earthy finesse. We also love their Rioja Tempranillo Reserva which is aged to perfection, oak-kissed. Vinflow refreshes their wine selection quarterly so there are heaps of opportunities to sample lots of value yet good wines on a regular basis! A New Social Spot Vinflow is more than just a drinking venue—it’s a place to connect. Vinflow is a spot to gather, explore, and engage. They are proud to be Singapore’s latest social house, featuring communal seating, atmospheric lighting, and games designed to spark spontaneous conversations. Whether you’re on a first date, catching up with friends, or enjoying a solo evening, their ambiance is relaxed and inviting—with thoughtful touches that encourage you to unwind, mingle, and perhaps make a new friend. The kitchen is integral to the Vinflow experience, alongside the wine. Their menu combines French culinary artistry with a *map of flavours* that blends the journey of the chef rooting in Singapore and exposure on the culinary scene from Thailand to China. Their culinary posture is one that embodies a fearless and borderless cuisine touch, that blends flavours boldly and are particularly selective on their choice of ingredients. While they proudly highlight signature dishes that guests return for, they also embrace seasonality by introducing new creations that reflect the freshest ingredients available. Each dish is crafted to pair beautifully with their curated wine selection, providing a harmonious and elevated dining experience that evolves with the seasons. We tried a variety of dishes recommended by Nic and discovered an amazing niche and a new place to dine, that perfectly complemented our wines. It was truly delightful! We started with the Charcuterie Board, which included Cheese of the Day, Cold Cuts of the Day, Dried Fruits, Jam, Olives, and Crackers. Then we enjoyed Grandma's Burrata Salad, a mix of Cherry Tomatoes, Arugula, Black Olive Leaves Dressing, and Walnuts, which pairs wonderfully with any Chardonnay! The Chili Crab Croquette, featuring Chili Bechamel, Citrus Aioli, and Ikura, blended perfectly with our Shiraz, while the Crispy Oyster with Tobiko and Citrus Spicy Aioli also met our taste expectations. Next was the Sausage Duet, which is my guilty pleasure, as I always enjoy the Wagyu Sausage, Bratwurst, and Maple Mustard Jam with red wine. To finish, we had the Spicy Thai Basil Mussel Pasta, with Mussels, Iberico Pork Minced, Holy Thai Basil Spicy Sauce, Orecchiette, and Onsen Egg, all marinated and cooked to perfection. Vinflow is not just a place for tap-flow wines on a wine wall; it's a place to chill, relax, and enjoy excellent food that pairs well with the wines.
